- The Sad Facts - Traffic accidents are the leading cause of death; second only to AIDS. Traffic deaths in Africa are: • The number “1” killer of African Children; • 100 times the USA death rate for children; • 11% of the world's traffic deaths; with 4% of the world’s cars; • Tourist are 50 times more likely to die in a car accident than AIDS; • Under stated by 78% according to NEWSWEEK; and • Estimated to increase by 80% before 2020. The Ethiopian Traffic Enforcement Agency (ETEA) has invested considerable resources in research and development to create a “driver education, administrative, and management system” to end the driving death epidemic. ETEA’s system will reduce the accident death rate by 20% during the first 36-months of operations. The implementation of ETEA’s system is critical when you consider the anticipate growth in vehicle traffic over the next 60-months. ETEA has structured its “driver education, administrative, and management system” based upon the National Safety Council’s “8-hour DDC-4 driver training program.” The National Safety Council will provide the training material, and traffic accident statistics; which will result in a more creditable traffic history reporting system for Africa. The ETEA nationwide education, certification, and traffic administration system will be funded by “driver certification fees” paid by licensed Ethiopian drivers. The “small driver certification fees” will cover all administrative and operational costs. ETEA’s “new high-tech driver’s license” will replace the current “paper driver’s license,” and include security features that will make it more difficult to commit identity theft while satisfying concerns about the accuracy of Addis’ accident traffic statistics.
